摘要
以昆明市建设用地为研究对象,根据昆明市实际情况建立集约利用评价指标体系,采用多因素综合法测算出各区县的集约度,对各重要指标进行聚类分析,将各区县按集聚程度分为3类,同时以主体功能区为单元,从5个影响因素层面对昆明市建设用地集约利用水平与差异进行比较分析,并提出基于功能定位一致的对策与建议。结果表明:昆明市建设用地集约利用水平空间差异明显,国家层面重点开发区、省级层面重点生态功能区、国家层面农产品主产区集约利用程度递减。其中重点开发区和重点生态功能区建设用地集约利用水平与其功能定位一致,重点开发区内部集约水平差异较大,重点针对处于低度集约区的呈贡区、晋宁县、富民县、寻甸县和宜良县制定差异化的调控对策以提高集约利用水平;但农产品主产区建设用地集约利用程度与其定位要求有所差距,需从整体上提高集约利用度,以平衡各主体功能区之间的差异。
Taking construction land in Kunming City as the research object, the evaluation index system of intensive use was established ac-cording to the actual situation of Kunming City.The intensity of each county was calculated by multi-factor comprehensive method.The cluster analysis of each important index was carried out, and the districts and counties were divided into 3 groups according to the degree of agglomer-ation.At the same time, taking the main functional area as the unit, the intensive utilization level and difference of construction land in Kun-ming were compared and analyzed from five factors.Some countermeasures and suggestions were put forward based on consistency function. The results showed that intensive use level of Kunming City construction land obvious spatial difference.Intensive use of key development areas at national level and key ecological functional areas at provincial level as well as agricultural production areas at the national level was gradual-ly decreasing.Among them, the level of intensive use of construction land in key development areas and key ecological functional areas was consistent with their functional orientation.The intensive level of key development areas was quite different.Focusing on the Chenggong Dis-trict, Jinning County, Fumin County, Xundian County and Yiliang County in the low intensive area, the regulation countermeasures should be made to improve the level of intensive utilization.However, there was a gap between the intensive use of construction land and its positioning requirements in agricultural production areas, and the intensive utilization degree should be raised integrally to balance the differences between the main functional areas.
