社会工程对“‘一带一路’倡议”的优化发展

"‘一带一路’倡议"指"丝绸之路经济带"与"21世纪海上丝绸之路",讲求的是"和平合作、开放包容、互学互鉴、互利共赢"的新理念,是中国应对经济全球化浪潮而提出的一项新型国际区域经济合作模式。作为推行丝绸之路文化内涵的最新理念,在当前现代性重构、世界不同国家矛盾错综复杂背景下,"‘一带一路’倡议"存在着国与国之间认知差异、大国暗中掣肘、风险应对性不强、缺少文明认同感等问题,面临着在现有基础上改变形式的时代紧迫性。马克思批判"全球化"的世界历史理论,为"‘一带一路’倡议"实现社会工程转化提供了逻辑中介。社会工程作为人们挖掘、塑造、深化"全球化"关系的新形态,理应成为当今社会人们把握时代发展潮流的基本方式。"‘一带一路’倡议"作为人类由冲突走向和平、由对抗走向共生的战略决策,必然是一个不断完善的系统工程。"‘一带一路’倡议"的社会工程形态要做到在空间上共建,在布局上共谋,在内容上共享,在责任上共担。正是在"‘一带一路’倡议"的社会工程形态优化意义下,真正打造具有世界历史意义的政治互信、经济融合、文化包容的利益共同体、命运共同体与责任共同体。

＂The Belt and Road＂（ B R） refers to ＂Economic Belt of Silk Road＂and ＂Maritime Silk Road in 21 stCentury＂. It strives for the new philosophy of ＂peaceful cooperation,opening inclusion,mutual reference and win-win results＂. It is a new-type international regional economic cooperative mode as coping with the economic globalization. As the latest philosophy of implementing cultural connotations of Silk Road,facing the time urgency of changing the form,B R has a series of problems,such as the cognition difference between countries,secret constraints of great power,poor risk response and shortage of civilized sense of identity and so on,under the complicated background of the current modernity reconstruction and different national contradictions. Marx criticized the world historical theory of ＂globalization＂to provide the logical intermediary for realizing social engineering transformation. As a new form of exploring,shaping and deepening ＂globalization＂relationship,social engineering is supposed to be a basic mode for modern people to grasp the trend of times development. As a strategic decision from the conflict to peace and from confrontation to mutualism,＂B R＂inevitably is a constantly perfect system project. The social engineering form of ＂B R＂should live up to joint development in space,collusion in layout,sharing in contents and assuming responsibilities. Under the optimal significance of optimizing social engineering form advocated by＂B R＂,it can create the benefit community,community of common density and community in responsibilities with world historical significance in political trust,economic integration and cultural inclusion.
