提升中国地区经济增长质量的主要问题及其路径研究——以长三角地区为例

Study on the Main Problems and the Way to Improve the Quality of Economic Growth in the China Region: Take the Yangtze River Delta Region as an Example

以江苏省、浙江省、上海市为核心组成的中国长三角地区一直是中国经济靓丽表现的重要引领地区,因此,探寻该地区的经济增长质量动态演化规律及其影响因素具有重要的现实意义和理论价值。本文在长三角地区增加值率及其影响因素分析基础上,提出提升长三角地区经济增长质量应正确处理好数量增长与质量增长之间、政府与市场之间以及区域内部与外部之间的协同关系,并给出以下重点措施:第一,以人口政策、固定资产折旧政策为依据,以扩大需求为目标,深化制度性改革,完善提升长三角地区经济增长质量的长效机制;第二,以产业结构升级为导向,以贸易结构优化为重点,以所有制结构调整为突破口,深化结构性改革,完善长三角地区经济增长质量提升的路径依赖;第三,以创新发展战略为根本动力,以核心城市发展战略为纽带,深化战略性改革,完善提升长三角地区经济增长质量的基本条件。

The Yangtze River Delta region,which is composed of Jiangsu Province,Zhejiang Province and Shanghai as the core,has been an important leading area for the performance of China＇s economy. Therefore,exploring the dynamic evolution of economic growth in this region and its influencing factors has important practical significance and theoretical value. Based on the analysis of the value-added rate and its influencing factors in the Yangtze River Delta,this paper proposes that,to improve the quality of economic growth in the Yangtze River Delta region,it should be correctly handled with the relationship between the growth quantity and quality,the government and the market relations,and the internal and external region relations,and then give the following key measures： Firstly,taking the population policy and depreciation policy of fixed assets as the basis,the expansion of demand as the goal,we must deepen the institutional reform,and make the long-term mechanism perfect to improve the quality of economic growth in the Yangtze River Delta; Secondly,taking the upgrade of industrial structure oriented,the optimization of the trade structure as the key,the adjustment of ownership structure as a breakthrough,we must deepen the structural reform,and enhance the quality of economic growth path dependence to improve the quality of economic growth in the Yangtze River Delta; Thirdly,taking the innovation development strategy as a fundamental driving force,the core city development strategy as a link,we must deepen the strategic reform,and improve the basic conditions to increase the quality of economic growth in the Yangtze River Delta.
