Construction of Green Financial System for Promoting the Development of Green Industry

实现绿色产业的发展必须要强化政府财政的支撑作用。文章提出要构建以绿色收入体系和绿色支出体系为基本内容,以绿色收支之间的强有力互动为主要着力点,以全面科学的财政监督为最终保障的绿色财政体系;应重点强化绿色收入与绿色支出之间的互补互动,提高财政资金使用效益,以实现绿色财政对绿色产业的助推作用。

For the development of green industry, the supporting role of government finance should be strengthened. Efforts should be made to construct a green financial system with the green !ncome sys- tem and green expenditure system as the basic content, the strong interaction between green income and green expenditure as the main focus, and the comprehensive and scientific financial supervision as the ultimate guarantee. The complementary interaction between green income and green expenditure should be strengthened and the use efficiency of fiscal funds should be improved. It can be helpful for realizing the boosting role of green finance to green industry.
