Current Situation and Countermeasures of Intellectual Property in Scientific Research Institutes

知识产权是人类智力成果的重要表现形式,主要有专利、软件著作权登记、科学论著、论文等。针对科研院所在知识产权保护和管理上上存在保护意识淡薄、重成果轻专利、缺乏专业管理人才、忽视专利文献检索等诸多问题,提出了加大知识产权保护意识,强化教育与培训,提高申请质量;健全知识产权制度,统筹规划知识产权管理,培养专业管理人员;加强知识产权保护奖惩力度等对策。

Intellectual property is an important form of human intellectual achievement,including patent,scientific treatise,paper,software copyright registration,etc. According to many problems such as weak awareness,light patents,lack of professional management,and search for patent documents of intellectual property management and protection in scientific research institutes. Intellectual property protection counter-measures are proposed,which increase awareness of ipr protection,strengthen education and training,and improve the quality of application.We will improve the system of intellectual property rights,make overall plans for the management of intellectual property rights and train professional managers;We will strengthen the measures such as strengthening the protection of intellectual property rights and punishments.
