日本药品价格制度研究及对我国药品价格管理的启示

Research on Drug Price Regulation System in Japan and the Enlightenment for China

目的:分析和研究日本药品价格管理机制,为中国药品价格政策制定提供借鉴与参考。方法:文献比较研究和描述性分析。结果:日本药品费用控制合理,很大程度上得益于日本统一、有效的药品价格管理制度,其市场已经建立起价格制定的完整体系,尤其在创新药品定价、国际价格比较、仿制药一致性评价以及仿制药定价等诸方面有较为科学的流程与依据。结论:日本药品价格管理的实质是实施医保支付价管理,这为中国未来医保支付价制定和建立科学价格管理机制提供了参考。

Objective： Based on the comparison of Chinese related policies, the Chinese drug price management mechanism was analyzed and studied to provide references for drug price management policy in China. Methods： Through literature research and descriptive analysis, it clarified specific Japan drug price management mechanism, made comparative analysis with China in the field of current macro environment, management systems and pricing method etc, and provided tailored suggestions. Results： The reason- able drug cost control in Japan should t thanks to centralized management of Japan healtheare functions to a large extent. It established a set of mechanism of market formed price, especially in innovation drug pricing, international reference price, generic drug consistency evaluation and generic drug pricing based on more scientific and evidence based process. Conclusion： Japan drug price regulation essentially was implementation of reimbursement payment price management, which provided references for further developing reimbursement payment price and establishing scientific price management mechanism in China.
