国家教育考试监考人员聘任机制创新研究

Research on Appointment Mechanism Innovation of National Education Examinations Proctors

本文针对国家教育考试监考人员聘任难的问题,在分析监考流程日趋复杂、监考追责范围不断扩大、监考压力不断增加、监考报酬增长停滞等成因的基础上,提出了监考人员聘任机制社会化转型的设想,并分析了转型面临的潜在风险,提出了完善监考诚信建设、加大违法惩戒力度、建立监考人员准入机制、完善考务管理流程等应对措施。

With the development of the modernized information and the network technology in recent years, it is difficult to appoint teachers to be invigilator in the national education examination. In view of this problem, the article has made some studies on its causes that the supervision process is becoming more and more complicated,the scope of the supervision and examination is expanding, the supervision pressure is increasing, and the growth of the supervision fee increases, and puts forward the idea of socialization innovation transformation of the appointment mechanism of invigilator. Then, the article analyzes some potential risks in this process and puts forward some concrete measures, such as improving the integrity of the supervision and examination, increasing the strength of illegal punishments, establishing the access mechanism for examiners, and improving the management process of examinations.
