指出了大学作为知识技术的研究、生产和传播机构,每天都有大量知识信息产生,而大学回报社会的主要方式之一是将这些知识信息迅速向社会公开和传播。传统的公开方式已暴露出版权、保存和提供方式迟缓以及现行评价体系缺陷等的问题,为此,提出了要加强高校知识信息传播和学术信息网上开放建设,以提高我国大学在世界学术的地位和影响,促进学术研究在质和量两方面的进步。

The university, as a research, production and communication institution of knowledge and technology, pro-duces a large amount o{ knowledge every day. One of the main ways in which universities return to society is by rap- idly exposing and spreading the information to society. Traditional way of public has exposed copyright, preservation and provision of slow and the current evaluation system defects.Therefore, it is necessary to strengthen the construc- tion of academic information online and knowledge information dissemination, whichcan improve our country＇s univer- sity academic status and influence in the world and promote academic research progress both in quality and quantity.
