摘要
文章概述美国高校图书馆开放教材出版的发展历程与现状,分析其范式,包括图书馆主导、多方合作的组织形式;津贴先行的教师激励制度;严格的项目征集和遴选标准;入选教师的配套培训措施;基于同行评审的全程质量保障;依托多类型平台的数字技术支持以及CC版权许可的广泛采用。建议我国高校图书馆在开放教材出版项目实施过程中,应重视与其他机构的合作,发挥自身的专业技能,侧重多功能平台的实现与应用,注重多途径的质量保障,加强版权的保护与宣传教育。
This paper outlines the development course and current situation of open textbook publishing of American University libraries. Through the research on related literature and the websites, it finds out the open textbook publishing paradigms among the American university libraries, including the library-led, multilateral eooperative form of organization, subsidy incentive system for teachers , strict standards for project solicitation and selection, training measures for selected teachers, comprehensive quality assurance based on peer review, digital technology support for multi-type platform, widespread use of CC copyright licensing. Drawing lessons from the open textbook publishing of American university libraries, it proposes that the domestic university libraries should pay attention to the cooperation between the library and other institutions, give full play to their professional skills, focus on the realization and application of multi-functional platform, attach great importance to the multi-channel quality assurance and strengthen the protection, publicity and education of copyright.
