人民健康权的实现依赖于公共卫生体系的建设和发展,是持续复杂的公私合作过程,其标准可分为静态的和动态的;全生命周期健康保障还需"互联网+健康医疗"的技术支持。尽管我国近期没有必要制定统一的人民健康权实现标准,但需以此强化政府的责任意识——政府要谋全局、负总责,须以公平为先导,既要立足长远又要脚踏实地,不能急功近利,以促使社会各方协力行动。

The realization of people＇s health right depends on the construction and development of public eahh system, which is a continuous and complex public-private partnership process, its standards can be divided into static ones and dynamic ones. And the health guarantee of whole life cycle needs the technical support of ＂ Internet ＋ health medical treatment＂. Although in China there is no need to formulate unified standards, it is necessary to strengthen the government responsibility consciousness, and the government should take the overall responsibility of the whole country not only in the long run but also in the field. The realization of people＇s health right must be guided by fairness and promote concerted action by the community.
