水文测报改革是必然的选择

Reform of hydrological measurement and forecast is an inevitable choice

介绍了当前水文测报工作存在的测站数量倍增而人员编制不变、习惯思维根深蒂固、业务技术能力不足、水文测报服务与社会需求尚存差距等问题,提出了实施水文测报改革的目标、任务、主要方式、方法及应把握的关键环节。

An introduction was made on the existing problem of current hydrological measurement and forecast such as the quantity of hydrological stations increases sharply while staffing keeps unchanged; habitual thinking runs deeply; technical ability of personnel is insufficient; there exists gap between hydrological service and social de- mands. The author put forward the targets, tasks, major methods and key links of reform of hydrological measure- ment and forecast.
