提升测报能力推进基层转职能强服务改革

Improve measurement and forecast ability,promote basic-level reform of changing function and strengthening service

测报能力是水文的主责主业和核心的竞争能力,结合柳州市水文水资源局基层测报能力现状,对水文监测能力提升进行了分析与思考,对预测预警预报服务提升提出了建议。指出通过提升基层测报能力,可有效解决测站人少事多问题,实现广西水文可持续发展。

Measurement and forecast ability is the responsibility and core competence of hydrological departments. Combined with the current status of basic-level hydrological measurement and forecast ability of Liuzhou City, the author analyzed and thought about the improvement of hydrological monitoring ability; gave suggestions for enhance- ment of forecast ability; and pointed out that upgrade of basic-level ability is able to effectively solve the problem of too much tasks with few personnel at hydrological stations, and to realize sustainable development of hydrology in Guangxi.
