摘要
雾霾治理生态补偿机制研究成为党的十八大以来生态文明建设研究的热点问题之一;"生态系统""生态系统服务""生态补偿""生态补偿机制"构成了雾霾治理生态补偿机制建立的相关重要理论概念范畴,科学地揭示和认知其内在逻辑关系及应用价值,对进一步解决如何正确处理经济社会发展与生态环境保护的关系,解决区域可持续发展所面临的资源环境的制约问题,正确确定补偿主、客体利益关系,科学界定补偿标准,具有重要的理论和实践价值。
The research on ecological compensation mechanism for haze control has become one of the hot issues inthe research of ecological civilization since the 18 th congress of the Communist Party of China. ＂Ecosystem＂＂Ecosystem Service＂＂Ecological Compensation＂and＂Ecological Compensation Mechanism＂are key concepts in thetheory of ecological compensation mechanism for haze control. They scientifically reveal and recognize the intrinsiclogic and application value of the theory,and further address the issues as how to correctly handle the relationshipbetween economic and social development and environmental protection, and how to re-balance the relationshipbetween resources and environment in the process of the regional sustainable development. The paper provides anoption for the determination of the right subject and object of the compensation, and the standards of thecompensation,theoretically and practically.
