The Evolution of US-Philippine Defense Relationship and Its Future

美菲防务关系是美菲双边同盟关系的关键组成部分,是美国亚太军事战略的重要支柱之一。本文全面考察了美菲防务关系的历史演变和主要特征,并在此基础上对其未来发展做出展望。第二次世界大战以来,美菲防务关系经历了从密切合作到相对疏离再到逐渐升温的发展历程。双方既无法摆脱彼此,又存在分歧矛盾,反映了美菲关系的复杂现实。就其特征而言,美菲防务关系是以双方共同的威胁认知为基础,所涉及的领域广泛且合作程度较深。因历史原因和两国的实力差距,这种防务关系具有不对称性和不平等性,容易受到菲律宾国内政治的影响。从长远发展看,由于美菲在反恐、打击海盗和制约中国等方面依然存在共同的利益需求,双方将会在同盟框架下继续保持特殊的防务关系。但是,受到菲律宾国内政治和美国对菲安全承诺等因素的影响,双方防务关系的发展仍将面临不少挑战。

Defense relationship is the key component of the US-Philippine alliance.This paper examines the evolution and key features of US-Philippine defense relationship in the past,and discusses the future trajectory of bilateral cooperation in defense between the United States and Philippine. The defense relationship between two countries underwent a zigzag development process from close cooperation immediately after WWII to relative alienation after the end of Cold War and gradual warming up in recent years. The past development reflected the complex reality of USPhilippine relationship. Due to historical reasons and the strength gap between the two countries,this defense relationship is asymmetrical and unequal,vulnerable to the domestic politics in Philippine. In the long run,the United States and the Philippines will continue to maintain a special defense relationship within the framework of thealliance,but this relationship will be challenged occasionally by domestic politics in both countries.
