雄安新区生态环境承载力综合评价

Comprehensive Evaluation of Eco-Environmental Carrying Capacity in Xiongan New Area

本文选取全国、河北省和高阳县环境承载力水平作为研究对照组,采用相对指数法对雄安新区大气、水和综合生态环境承载力进行综合评价。研究发现,雄安新区的生态环境承载力综合指数低于全国和河北省平均水平,高于高阳县水平;水环境承载力分项指标显示,雄安新区指数低于全国平均水平,但高于河北省平均水平和高阳县水平,说明雄安新区的水环境承载力具有相对优势;大气环境承载力分项指标显示,雄安新区指数与高阳县水平相当,但明显低于全国和河北省平均水平。提高雄安新区综合环境承载力需要以"减气增水"为目标,将产业升级、治理区域协同和治理方式的市场化作为施政重点,多管齐下、综合整治。

This paper chooses the average level of environmental carrying capacity in China, Hebei Province and Gaoyang County as the control group, and the comprehensive evaluation of the atmosphere, water and comprehensive eco-environmental carrying capacity of the new area is adopted by the relative index method in Xiongan New Area. The results show that the comprehensive index of eco-environmental carrying capacity of Xiongan New Area is lower than that of China and Hebei Province, while higher than that of Gaoyang County. The sub-index of water environmental carrying capacity shows that the index of Xiongan New Area is lower than that of China, but higher than that of Hebei Province and Gaoyang County, indicating that the environmental carrying capacity of Xiongan New Area has a comparative advantage. The sub-index of atmospheric environmental carrying capacity shows that the index of Xiongan New Area is comparable to that of Gaoyang County, hut it is obviously lower than that of China and Hebei Province. Thus, to improve the comprehensive environmental carrying capacity of Xiongan New Area, it is necessary to take the goal of reducing gas and increasing water, as well as upgrading industries, governing regional coordination and making governance of the market as a policy focus.
