人才全球流动应是大学发展新常态——从清华教授颜宁受聘美国普林斯顿大学谈起 被引量:3

摘要 近日,世界顶尖结构生物学家清华大学教授颜宁受聘美国普林斯顿大学,这究竟是人才流动还是人才流失?!有人说,这是遵循科学无国界理念的正常人才流动;也有人说,这是违背科学家有祖国理念的中国人才流失。尽管人才全球流动已经成为当前的国际趋势,作为创新之本的人才,自由流动是其充分发挥作用的前提条件。在人才资源全球化配置的今天,国家之间频繁的人才流动是新常态。为此,我国应构建筑巢引凤、来去自由、全球招聘与智慧分享等人才良性流动机制,吸引世界各国的人才来华工作,还要畅通人才流动渠道,让人才进得来出得去。 Recently,Professor Yan Ning,a famous structural biologist of Tsinghua University, was invited to join Princeton University as a professor. Is this talent flowing or talent loss?!Someone said this is a normal phenomenon based on the concept that science do not have national boundary; Also some person said,every scientist has his/her nationality,this violates the motherland concept. Though mobility of talents has become an international tendency. The talent is the source of innovation,moving freely is a prerequisite condition for talent to show his/her acqierement. Today talent resource is globalization,mobility of talents is new normality. Therefore, our country should improve academic conditions to attract scientific expertise, enroll expertise all over world and let them have full free for staying and leaving,share the investigation results for human beings. We should use these measures to attract talents to join us,and also build a pass let them leave whenever they want.
