广东6市高校国家助学贷款政策宣传效果调查与对策研究

A Study on the Publicity of the National University Student Loans Policy in 6 Cities of Guangdong and Corresponding Strategies

国家助学贷款政策是党中央、国务院在社会主义市场经济条件下,利用金融手段完善我国普通高校资助政策体系、加大对家庭经济困难学生资助的一项重大措施,在实现教育公平的过程中发挥着重要的作用。调查组在2012-2014年在韶关市、云浮市、英德市、连州市等6市开展了助学贷款政策下乡行活动,发现目前广东省高校国家助学贷款在实施过程中,存在政策宣传不到位、贷款覆盖面有限、贷前获取困难、贷后还款难度大等问题。为此,提出可以通过坚持个性化原则和多元化宣传方式,改善国家助学贷款政策宣传的环境,实行差异化的贷款政策,建立有效的贷款回收机制等途径来取得实效。

The national university student loans policy is a crucial measure adopted by the Party central committee and the state council to improve China＇s financial support system for general higher education institutes with the aim to intensify financial support for students from poor families. It thus plays an important role in realizing educational equality in China. Our investigation team carried out a campaign in four districts in Lechang municipality in Guandong province between 2012 and 2014 to publicize the national student loans policy in rural areas.The survey showed that major problems existed in the implementation of the national student loans policy in Guangdong province, such as inadequate publicity of the policy, limited coverage of the policy, hard accessibility to funds before loans application and difficulties in paying back loans on the part of students. To tackle these problems, this study proposes several measures,including sticking to the principle of individualization and diverse publicity methods, enhancing the publicity ecology for the national student loans policy, implementing differentiated student loans policies and building effective loan payback systems.
