知识产权保护高地建设路径研究

A Study on the Construction Planning of Intellectual Property Protection Highlands

在建设知识产权强国的新形势下,建设具有不同功能定位的知识产权保护高地,对于知识产权强国建设具有重大战略意义。为因地制宜发挥区位优势积极实施更加严格的知识产权保护,进一步完善我国知识产权保护制度提供改革试点试验经验,从知识产权保护高地建设的基本定位、建设目标、功能模块、试点试验和配套政策5个方面进行研究,提出建设知识产权保护高地的具体建议。

With the background of China＇s development into an IP-intensive economy, it is of strategic importance to build IP-protection highlands with different functional orientations. It is advisable to actively implement more stringent protections of intellectual properties based on the location advantages of each specific region, through which experience can be accumulated for further improvement of China＇s institution for IP-protection. This paper studies five aspects of the construction of IP-protection highlands, namely the orientations, objectives, function modules, pilot experiments and supporting policies, and proposes detailed policy recommendations.
