农村土地承包经营权转出的影响因素分析——基于河北省347样本农户的调查数据

Factors Affecting the Transfer of Rural Land Contractual Management Right:Based on the Survey of 347 Farmers in Hebei Province

2015年我国提出要加强"农业供给侧结构性改革",而改革的重心在于通过土地制度改革,完善土地所有权、承包权经营权分置办法,促进农地承包经营权合理流转,达到农业适度规模经济。据农业部公布的数据,截止到2015年底农地流转率为33.3%,流转率明显偏低,这急需剖析影响农地经营权转出的因素。笔者对河北省55个县97个村进行实地调研,获取了347组有效数据,据此建立logistic回归模型,对影响农地承包经营权转出的因素进行了详细分析,结果显示,户主职业、劳动人口比例、家庭总收入、耕地面积、参与医疗保险比例、组织收购农产品和相关政策等因素都显著地影响了农户转出土地承包经营权的意愿,针对这些因素制定相关促进措施,将会推动农地的转出效率。

The central government of China proposed to strengthen the ＂agricultural supply-side structural reform ＂in 2015,which aims to,through the land system reform,improve the allocation of land ownership,land contracting and management rights and to promote reasonable transfer of agricultural land contracting rights so as to develop agricultural moderate scale of economy. According to statistics from Ministry of Agriculture,however,the transfer rate of farmland is low-only 33.3% by the end of 2015,which makes it urgent to analyze the factors affecting the transfer of agricultural land management rights. Taking the Hebei province as an example,through the field investigation of 97 villages in 55 counties,347 effective data was obtained,and the logistic regression model was established to analyze the factors influencing the transfer of farmland contracting right. The results showthat the following factors,including the profession of the head of household,the proportion of the working population,the total household income,the area of cultivated land,the proportion of population involving in medical insurance,the produces acquisition,and related policies have significantly affected the willingness of farmers to export land.Therefore,issuing related promoting policies will contribute to the farmland transfer efficiency in viewof these factors.
