摘要
针对街区开放判定问题,依据街区制的内涵,基于以人为本、系统性、规范性和可操作性等原则,提出了供需合作度的街区开放概念,构建了供需合作度的指标体系,建立了基于供需合作度的街区开放判定模型。在判定模型构建过程中,采用层次分析法确定空间合作融合度指标体系下的权重和现实合作融合度指标体系下的权重,运用问卷调查法和模糊综合评判法评判同一街区的空间合作融合度和现实合作融合度的高低,形成了供需合作度下的街区空间合作融合度和现实合作融合度二维组合判定准则,并利用这一准则结合算例分析判断街区开放与否。研究发现,这一方法为新形势下判定街区的开放提供了一定的依据,具有一定的实践意义。
To explore the open blocks decision, according to the connotation of the block system and some principles such as people oriented, sys- tematicness, normalization and enablement, this paper put forward the concept of supply and demand cooperation degree(SDCD). It used the analytic hierarchy process to determine the weights of the index system, and used the method of questionnaire investigation and fuzzy comprehensive evaluation method to determine the space cooperation degree' value and reality cooperation' value. This paper constructed an index system of SDCD and a deci- sion model of open blocks based on SDCD. Through judged the value of space cooperation degree and reality cooperation degree, it could be divided to 4 kinds of partition types and could be decide to open blocks or not. In the end,it used the criterion to combine the case study to determine whether the block was open or not. The authors found that this method had certain practical significance and could provide a basis for judging whether the block was open or not in the new situation.
