农民参与“新农合”的现状、影响因素与减负效果——基于CHFS数据的实证分析

The present situation,determinants and effect of reducing the burden of farmers to participate in the "New Rural Cooperative Medical Care" — Based on the data from CHFS

通过梳理我国农村医疗体制发展概况,对农民参与"新农合"的现状作描述性统计,利用二元逻辑模型和统计分析方法实证分析农民参与"新农合"的影响因素和减负效果。研究发现:农民参与"新农合"的行为主要受到性别、年龄、家庭成员数、政策认知度、身体状况、受教育程度和政治面貌等因素影响;"新农合"的高参与率与低减负效果形成鲜明对比。在此基础上,从稳定提高参与率与增强减负效果两个维度提出如下建议:通过宣传教育的方式,提高参与率相对较低农民的政策认知度;扩大"新农合"医疗报销的覆盖范围,简化报销手续,以增强"新农合"的减负效果。

Based on the review of the development in China＇s rural medical system to make a descriptive statistical analysis of the present situation in farmers participating ＂New Rural Cooperative Medical Care＂ , this paper studies on the determinants and effect of reducing the burden of farmers to participate in the ＂ New- Rural Cooperative Medical Care＂ by the method of binary logic model and statistical analysis. Research result shows that： gender, age, family population, policy awareness, physical condition, education degree and political landscape are significant factors which affect farners＇s participation in ＂New Rural Cooperative Medical Care＂; the effect of reducing the burden of farmers to participate in the ”Newr Rural Cooperative Medical Care＂ is not good, compared with the high participation rate. Thus, this article proposes two suggestions so as to stably increase participation rate and effect of reducing the burden. Firstly, the government should improve the agricultural policy cognition of old ＂women farmers and the farmers ＂whose body conditions are relatively good and whose family population is not large through the way of propaganda and education; Secondly, the government should increase the coverage of subsidies for medical expenses from ＂New Rural Cooperative Medical Care＂ by the way of expanding reimbursement coverage and simplifying the reimbursement process.
