“一带一路”视野下《贸易便利化协定》的实施问题

Issues on the Implementation of the TFA from the Perspective of the Belt and Road Initiative

《贸易便利化协定》的生效对于促进世界贸易的发展具有十分重要的作用,"一带一路"倡议与该协定的实施相向而行。《贸易便利化协定》实施的一般问题首先是哪些成员,在何时应实施哪些贸易便利化的措施。根据该协定的"灵活性规定","一带一路"沿线许多国家已推迟实施包括过境自由的贸易便利化措施。为此,中国应在加快提高自身贸易便利化水平的同时,推进"一带一路"倡议的实施。共建"丝绸之路经济带"与过境贸易密切相关,是《贸易便利化协定》实施中的特殊问题。中国应利用"一带一路"国际合作高峰论坛的协调新平台,努力促使"一带一路"倡议与贸易便利化的"平行"实施。

The entry into force of the TFA is of great significance in promoting global trade. The Belt and Road Initiative（ BRI） is in parallel with the implementation of the TFA. The general issues on the implementation of the TFA include what facilitation measures should be implemented by whom and when. The ‘flexibility provisions＇ of the TFA provide its members with many options to implement trade facilitation including the freedom of transit. Many countries along the Belt and Road have delayed to implement the TFA. While improving trade facilitation in China,the BRI would be promoted in parallel with the implementation of the TFA,in particular,cooperation with other countries along ‘the Economic Belt of Silk Road＇in consideration of the trade in transit. China should take the new platform of BRF as the way to coordinate parallel implementation of RBI and TFA.
