城市科技创新人才指数研究——基于青岛的实证分析

Research on Urban Science and Technology Innovation Talent Index——An Empirical Analysis Based on Qingdao

提升城市科技创新能力是建设创新型城市的必然要求,如何客观、科学地评价城市科技人才发展水平,对城市科技创新能力的提升具有重要意义。在确定城市科技创新人才指数的概念内涵基础上,从人才投入、人才产出和人才环境等3个方面选取16个指标,构建了城市科技创新人才指数评价指标体系,并以青岛为例进行实证研究,对青岛科技创新人才发展水平进行综合分析评价。

To enhance the ability of urban science and technology innovation is an inevitable requirement for building an innovative city. Evaluating the development level of urban science and technology talents objectively and scientifically is of great significance to the promotion of urban science and technology innovation ability. Based on the connotation of the concept of urban science and technology innovation talent index,this paper chooses 16 indicators from three aspects： talent input,talent output and talent environment,and constructs the evaluation index system of urban science and technology innovation talent index,and takes Qingdao as an example to conduct empirical research and carry out comprehensive analysis and evaluation on the development level of scientific and technological talents in Qingdao.
