摘要
针对反恐作战能力评估中模糊性和随机性并存的特点,引入云模型的概念,探索一种可行的反恐作战能力评估方法。首先在综合分析武警部队遂行反恐作战任务特点、处置原则、力量编成的基础上,给出基于云模型的反恐作战能力评估框架,研究了指标提取、指标体系构建和指标赋权方法,进而提出一种基于U-GFCM(UniformGaussian Cloud Model)的评估方法,实例分析表明该方法能够对分队反恐能力给出科学直观的评价结论。
The current method of counter-terrorism assessment are fuzzy and random. The cloud models could help to identity a feasible method to assess the counter-terrorist combat capacity. Firstly,the paper analyzes the traits of combat missions,the principle of disposal and the compositions of the combat power during the Armed Police Forces conducting tasks.Then,the counter-terrorism assessment framework is introduced. It analyzes the methods of indices extraction,index system establishment and index weighting. As a result,an assessment method of the counter-terrorism capacity based on Uniform Gaussian Cloud Model is proposed. Furthermore,the example studies verify that U-GCM could give a scientific and intuitive conclusion of the counter-terrorism capability in a PAP unit.
