养老工作与老龄事业是全面建成小康社会的重要组成部分,党和国家高度重视。中国的现状是老龄人口多,且整个社会的现实是未富先老。要建立多层次、多形式的系统养老工程,必须充分发挥社区养老的基础功能。建立和完善社区＂居养医＂为主的养老模式,尽快全面建成以居家为基础、社区为依托、机构为补充、＂居养医＂相结合的多层次养老服务体系。

Pension work and old age enterprises are vital parts in the building of affluent society.The Party and government have always been taking them seriously.The present situation of China today is that there are more old people than young people and the social reality is aging before getting rich.In order to build up systematic pension work,of multilevel and multiple forms,we must fully take advantage of the fundamental function of the community.We must build and perfect the pension model with the center of＂Home Medical Care＂and build the systematic pension work of multilevel and multi forms and build the pension service system with the basis of family,community as the support,the organization as a supplement,combined with＂Home Medical Care＂
