皖北新型农村社区公共服务设施配置问题研究

Research on the Configuration Problems of Public Service Facilities in the New Rural Community in Northern Anhui Province

新型城镇化所倡导的农村土地集约化不仅仅体现在居住模式上,其对公共服务设施配置理论也带来全新的思考.通过问卷调查的方式,搜集皖北地区新型农村社区公共服务设施建设情况的相关数据,深入了解皖北地区新型农村社区的公共服务设施的配置标准、空间分布、等级结构及使用需求等现状;分析皖北地区新型农村社区公共服务设施配置中存在的主要问题;并从投资、管理、规划和规范等方面提出皖北地区新型农村社区公共服务设施配置保障机制.为完善皖北地区新型农村社区公共服务设施配置实践提供理论和技术支持,助推以人为本的新型城镇化进程,促进城乡统筹发展,实现公共服务均等化.

The rural land intensification advocated by the new type of urbanization is not only reflected in living patterns,but also brings new thinking to theory of public service facilities configuration. By the way of questionnaire,We has collected for data on the construction of public service facilities in new rural community in Northern Anhui province,to insight into the configuration standard,the spatial distribution,hierarchical structure and usage demand of public service facilities in the new rural community in northern areas; we analyzed the main problems in configuration of public service facilities in the new rural community in northern areas,and put forward the mechanism for provision from the aspects of investment,management,planning and regulation of public service facilities in the new rural community in northern areas. It provides the theoretical and technical support for improving the allocation practice of public service facilities in new rural communities in northern areas,helping to promote people-oriented process of the new urbanization,and promoting the overall development of urban and rural areas,in order to realize the equalization of public services.
