基于AHP的PPP项目私营方风险识别研究

Risk Identification for Private Party Risk Identification of PPP Projects Based on AHP

作为国际上通行的融资模式,PPP模式通过公私双方合作伙伴关系对基础设施进行投资建设,是解决公共产品供给不足的创新模式.针对PPP项目存在的风险管理问题,引入层次分析法(AHP),构建PPP项目层次结构模型,建立相应的风险评价指标体系,给出各风险因素权重的计算方法,并通过具体案例说明该方法的有效性,为PPP项目风险因素识别提供借鉴.

As an established international financing mode,PPP mode invests and constructs in infrastructure through public-private cooperation partnership,which is a kind of innovation mode to solve the insufficient supply of public goods. Aiming at the problems of risk management of PPP project,it introduces the Analytic Hierarchy Process( AHP),builds the hierarchy model of PPP project,establishes risk evaluation index system,gives the calculation method of each risk factor for weight,and describes the effectiveness of the method by specific case,so as to provide a reference for the risk factors risk identification of PPP project.
