2016年9月14日,中共中央办公厅、国务院印发了《关于省以下环保机构监测监察执法垂直管理制度改革试点工作的指导意见》,并发出通知,要求各地区各部门结合实际认真贯彻落实。通过对《指导意见》全文的详细学习,结合"十三五"生态环保工作要求以及"一带一路"生态环保系列要求,在地方党委和政府环保职责、管理机构调整、监测监察职能上收、执法重心下移、健全高效协调运行机制五个方面对该指导意见要求进行了解读。
