体育社会组织参与社会治理的现实困境及路径选择——以上海市为例

Challenges and Way Out for Sports Social Organizations Involvement in Social Governance: A Case Study in Shanghai

党的十八届三中全会开启了社会治理行程,体育社会组织的作用发挥对于创新社会治理具有重要意义。体育社会组织参与社会治理是时代发展的应有之义,也是社会治理的重要主体。上海市体育社会组织仍存在体制固化、机制脱节、动力不足、干预过度及能力欠缺等困境。为突破体育社会组织参与社会治理的现实困境,通过提高治理观念、深化体制改革、推进政社分开、激发总会功能、加强分类指导、规范制度建设等手段,以寻求体育社会组织稳定发展路径。

The Third Plenary Session of the 18 th Central Committee of the Communist Party of China( CPC) launched the journey of social governance,and sports social organizations have an important role to play in the innovation of social governance. The involvement of sports social organizations in social governance as an important subject is in answer to the demand of the times. We conducted a case study on the sport social organizations in Shanghai,finding that they are confronted with such barriers as structural rigidity,a lack of cohesion among different mechanisms,insufficient enthusiasm,excessive intervention from the government,and a lack of development capacity. In order to crack these challenges and find a stable development path,we make the following suggestions: understanding the concept of governance better,deepening the system reform,furthering the separation of government from society,mobilizing the Federation to function fully,strengthening classified guidance,and regulating the system construction.
