地方本科院校的转型发展具有系统性、整体性和过程性的显著特征。重构学科专业体系,完备人才培养体系,共建合作与融合体系,健全质量保障体系,构建学校治理新体系,既是建设应用型高校的基本任务,也是地方高校转型发展工作的主要标志。地方高校必须依据这五大体系的内部机理和不同建设时期的轻重缓急,统筹协调,创新发展。

The transformation and development of local universities has the systematic,holistic and procedural characteristics. The basic tasks of constructing the applied colleges and universities are to reconstruct professional disciplines,complete personnel training system,build cooperation and integration system,improve the quality assurance system and build a new system of school governance. It is also a major symbol of the construction of the applied colleges and universities. Local colleges and universities must,based on the internal mechanism of the five systems and the different priorities of the construction period,develop in an overall coordination and innovation.
