日本城镇化进程中的土地利用问题探析

Analysis and Enlightenment of Land Use in Japanese Urbanization Process

我国城镇化进程正处于加速阶段,但由于人多地少,土地利用问题日益凸显,严重制约了我国的城镇化进程。日本作为发达国家,其城镇化水平较高且具有成熟的城镇化经验。在土地利用方面,我国与日本具有高度相似的客观实际。鉴于此,文章对日本的城镇化进程进行阶段划分,选取1950—1970年作为考察窗口,从人口密度及人均耕地、土地开发利用程度和土地生产率三个方面剖析了该时期日本的土地利用情况,发现日本在城镇化进程中的农村土地利用、农业现代化、工业化、基础设施、土地规划和立法等方面都有值得我们借鉴的经验,最后基于日本的成功经验,对我国城镇化进程中的土地利用问题提出了几点建议。

At present,China＇s urbanization process is at an accelerating stage.However,due to the existenceof the objective situation of our country,the problem of land use has become increasingly prominent,whichhas seriously restricted the urbanization of our country.As a developed country,the level of urbanization in Ja-pan is higher and it has a mature experience in urbanization.It is similar in objective reality in terms of landuse between Chinese and Japanese.Therefore,this paper analyzes the land use in the process of urbanizationin Japan,using the comparative research method,from aspects of the population density,land developmentand utilization degree and productivity.The successful experience of land use in the accelerating stage of ur-banization in Japan is summarized.Finally,the policy recommendations are given for the land use in the pro-cess of urbanization in China.
