摘要
本文运用内容分析法分析印度主流媒体《印度时报》报道瓜德尔港相关新闻时的网民评论情况,探讨印度网民在评论中、印、巴三国时使用的评论框架,认为印度网民对中国的评论以负面为主,但正面评价的比例呈现轻微上升之势,对巴基斯坦的评论呈现极端负面的状况,对印度的负面评论则主要针对其国内政治议题。通过对中国、恐怖主义、克什米尔、瓜德尔港以及"一带一路"等主题的观察,发现印度网民对"一带一路"仍然缺乏足够的认知,但已有认知中正面评论的比例高于对中国整体的正面评论。通过对评论分析发现,"一带一路"倡议获得印度支持的机遇存在于区域经济的合作与发展以及反恐合作,挑战在于中印两国边境战争的历史、克什米尔问题以及对中巴合作的担忧等。最后从传播内容、传播渠道及传播对象等方面提出改善印度关于"一带一路"舆论环境的政策思考。
This article applies content analysis to assess netizen opinions of reporting in the mainstream Indian newspaper,the Times of India on the Gwadar Port as a means of considering the frames of opinion that Indian netizens apply to China,India and Pakistan.It argues that while Indian netizens maintain largely negative opinions towards China,there is also a slight rise in the proportion of positive to negative opinions over time.Opinions of Pakistan on the other hand are extremely negative,while negative opinions of India are largely confined to its domestic politics.A further observation of themes such as China,terrorism,Kashmir,the Gwadar Port,and the Belt and Road Initiative finds that netizens in India continue to lack adequate understanding of the Belt and Road Initiative,but that the respective level of positive opinion regarding the Initiative is higher than positive opinion with respect to China more generally.This analysis finds that opportunities for obtaining Indian support for the Belt and Road Initiative are likely with respect to regional economic cooperation,and cooperation in development and counter-terrorism.At the same time,there are challenges with respect to the history of the Sino-India border war,the issue of Kashmir,and concerns around ChinaPakistan cooperation.Lastly,the article advocates from aspects of the contents of communication,the channels of communication and the objects of communication for China and India to enhance the overall environment for public opinion and policy considerations around the Belt and Road Initiative.
