On the Development of the Public Ownership Theory

公有制理论正处于这样一种状态:经典的理论结构以其"纯粹形态"仍然充满吸引力,但是基于苏联模式的公有制理论正在失去其现实基础,而中国的实践丰富和发展了公有制理论。"以公有制为主,多种所有制经济共同发展"的体制,绝然不同于苏联模式中的公有制。二者的差异不是边际意义上的变化,而是带有实质性意义的变革。这种变革正在使我们对社会主义所有制本身形成一种新的认识。中国理论家和实践者以非常巧妙的方式对所有制理论进行了创造性的发展。

The theory of public ownership is presently in such a state that the classical theoretical structure still has strong attractiveness for its ＇pure form＇, while the theory of public ownership built on Soviet Model is increasingly losing its realistic basis. Furthermore, China＇s practice is enriching the public ownership theory. The system that ＂public ownership will be mainstay and multiple forms of ownership will develop side by side＂ is completely different from the public ownership system in Soviet Model. The discrepancy between them should be viewed as a fundamental revolution rather than a marginal change. The revolution, therefore, are making us have a new understanding of socialist ownership. Theorists and practitioners in China have creatively developed the theory of ownership in a very subtle manner.
