摘要
采用联合国贸发会议所提供的TRAINS-NTM数据库,文章首先对中国制造业的技术性贸易措施进行测算与特征事实分析,进而考察其对国内技术创新的影响效应,主要得到以下几点结论:(1)由于2008年金融危机以来各国竞相实施TBT,中国制造业的技术性贸易措施在2008、2009两年也处于较高水平,但近年来呈现逐步下降趋势;从行业分布来看,则主要集中在电子设备和电气机械等行业。(2)技术性贸易措施从总体而言抑制了国内技术创新,且该抑制效应主要存在于高技术行业;以上结论在对核心变量采取不同衡量方法以及采用不同计量模型的情况下始终稳健。
Based on the TRAINS-NTM database provided by UNCTAD, this paper measures the TBT of China's manufacturing industry and analyses its stylized fact firstly, and then investigates the effect of TBT on innovation. This paper mainly arrives at two conclusions. Firstly, due to the rising use of TBT since the financial crisis of 2008, the TBT of China's manufacturing industry also reached a high level in 2008 and 2009, and declines steadily recently; regarding the industrial distribution, China's TBT focuses on electronic equipment and electrical machinery manufacturing, etc. Secondly, China's TBT restrains domestic innovation generally, and the restraining effect exists at high-tech industry mainly. These conclusions remain robust with different measurements and different econometric models.
