西南水电“弃水”困局与对策

The Problems and Countermeasures About Abandoned Water in China Southwest Hydropower Station

中国西南地区蕴藏着丰富的水能资源,该区域水电的开发利用对优化能源结构、促进区域经济低碳均衡发展具有重要战略意义。近年来,西南地区,特别是四川、云南2省,"弃水"现象愈演愈烈,引起了国家的高度重视和社会各界广泛关注。研究了西南水电"弃水"现状与复杂的成因,并针对电力规划、电力体制、厂网建设、政策、运行、市场、环保和利益诉求等多方面存在的不足,提出了促进水电消纳的对策建议。

There are abundant hydropower resources in southwest China. The development and utilization of southwest hydropower has an important strategic significance for optimizing China＇ s energy structure and promoting the development of low carbon economy. Recently, the abandoned water in the southwest hydropower stations has attracted much more attentions and been widely concerned. This paper studies the present situation and problems, and puts forward some important countermeasures and suggestions for reasonable and efficient exploitation of hydropower in southwest China according to a number of factors in terms of the power system planning, power distribution network planning, environmental protection policies, market, and interest rcallocation mechanism.
