中国与中东欧国家“16+1”合作机制的若干问题探讨

Study on the "16+1" Cooperation Mechanism between China and Central and Eastern European Countries

发展中国与中东欧十六国的关系以及加强与之的合作,是"一带一路"顶层战略的重要组成部分。认识中东欧十六国的差异性和复杂性,了解中国与中东欧十六国的差异性和互补性,从中国全球战略格局角度来观察中国与中东欧国家的关系与合作的地位、作用,是"16+1"合作机制有效运行的前提。在全面、正确评估的基础之上,中国的不同地区、不同行业的不同企业分别有针对性地同中东欧十六国开展点对点、面对面的合作,积小、积少成多,为"一带一路"战略的实施,为中国与中东欧十六国的关系发展提供坚实的物质支撑。学术研究应为中国发展中东欧十六国的关系、"一带一路"战略的实施提供坚实的智力支持,而不是顺势唱高调论证,更不能误导。

Developing a stronger collaboration tie between China and the sixteen Eastern Central European countries is the priority of the ＂Belt and Road＂ Initiative. To understand the differences and complernentarities is a fundamental step for effective practice of the ＂16＋1＂ collaboration when overviewing China＇s foreign affair strategy and the position of China-ECE countries cooperation. Given the comprehensive preliminary evaluations, business entities from various fields and districts of China have launched collaboration programs with multiple entities of ECE countries. Programs of all scales have accumulated solid substance support. Academic studies on the subject should bear the responsibili- ty to provide solid intellectual support, instead of simply setting a praising tone or even misadvising.
