政府主导区域经济一体化战略影响制造业结构优化研究——以泛珠三角区域为例的考察

Research on the Impacts of the Government-led Regional Economic Integration Strategy on Structual Optimization of Manufacturing Industry——A Case Study of the Pan-Pearl River Delta Region

随着国家层面区域规划纲要的密集出台及实施,政府主导区域经济一体化战略对区域制造业结构优化带来了深刻的影响,但现有研究在影响机制和政策主张等方面仍然存在截然不同的对立观点,这引发了对政府主导区域经济一体化战略影响制造业结构优化复杂性的重新思考。我们利用1996-2012年泛珠三角地区9省区制造业的面板数据,运用动态面板GMM估计方法实证检验政府主导区域经济一体化战略对区域制造业结构优化影响的差异性。结果表明:在不考虑身份治理影响条件下,政府干预和区域一体化对制造业的区域分工、结构升级和结构合理化均没有显著影响,在考虑身份治理影响条件下,二者的交互作用即政府主导区域经济一体化战略促进了区域内制造业产业分工,提高了制造业合理化水平,但降低了制造业高级化水平。

As the regional planning frequently issued and implemented on the national level, the regional economic integration strategy used by the government has brought the profound impacts on the optimization of the regional manufacturing structure. However, there are some opposing views in the past research concerning the impact mechanism and the policy proposals, leading to the reflection of the impact of the government-oriented regional economic integration strategy on the complexity of the manufacturing structure optimization~ By using the manufacturing industry panel data of 9 provinees in the pan-river delta region from 1996 to 2012 and utilizing the dynamic panel GMM estimation method, we examine the difference of the impact of the government-oriented regional economic integration strategy on the manufacturing structure optimization. The result shows that, without the consideration of the identity administration, the government interference and the regional integration strategy have no prominent impact on the regional industrial division, upgrade and rationalization of the structure of the regional manufacturing. Whereas, considering the interaction of the identity administration and the strategy, a promotion of the industrial division of the regional manufacture industry is presented, with an increasing rationalization level but a decreasing upgrading level of the manufacturing industry.
