Implementation Characteristics of Ethnic Policy during the Long March and It's Enlightenment to Comprehensively-Strengthen-Party-Self-Discipline

通过对红军长征时期民族政策执行的研究,归纳出蕴含其中的六大特点,即:中央核心作用充分发挥、高级领导干部率先垂范、党员干部群众对政策的高认知认同度、政策纪律执行严格、执行举措富有针对性以及紧紧依靠少数民族群众。基于全面从严治党的核心要义,文章阐述了长征时期民族政策执行对当下全面从严治党的启示。认为全面从严治党要取得成功,应树立"四种意识"、维护中央核心地位、服从中央指挥;领导干部必须以身作则;政策宣导要深入到位;强化监督、严肃纪律、执行从严;要根据不同政策对象采取不同的实施策略;要坚持群众路线、充分发挥群众的积极性。

By means of the research on implementation of ethnic policy during the Long March, this thesis summed up six characteristics of implementation included The Party Central Committee＇ score role was given full play to, senior cadres set themselves as an example firstly, high degree of policy awareness and recognition, strict execution of policy discipline, high pertinence of policy implementation measures and closely relied upon minorities masses. Based on the core essence of comprehensively-strengthen-party-self-discipline the thesis elaborated the enlightenment of implementation of ethnic policy during the Long March. To get the success of comprehensively-strengthen-party-self-discipline, firstly, the Party members and cadres should establish ＂four kinds of consciousness＂, safeguard the Party Central core status and obey its command. Secondly, leading cadres must make themselves as an example. Thirdly, policy advocacy should be enhanced and meet the demand of implementation. Fourthly, implementation supervision should be further strengthened and policy discipline should he strictly carried out. Fifthly, implementation strategies should be different according to different objects of policy. Finally, the mass line should be implemented and the enthusia^m of the masses should be given play to.
