民族地区新型农村合作医疗制度运行现状实证分析——以贵州省黔东南为例

An Empirical Analysis on the Operation Status of the New Rural Cooperative Medical Care System in Ethnic Areas:A Case Study of Southeast Guizhou

健康水平的提高对于缓解农民的贫困、增加收入具有重要作用。新型农村合作医疗制度的实施有助于提升农民的健康水平,其有效运行是实现农民健康权益的重要保障。调查分析新型农村合作医疗制度在贵州黔东南少数民族地区的运行状况时发现,农民对该制度的总体评价较高,参合率也比较高,但对医药价格、医疗卫生服务质量、报销比例、个人缴费额度等方面满意度较低。完善新型农村合作医疗制度需要提高农民的收入水平、增强健康风险意识、加强健康管理、倡导健康的生活方式以及规范参与主体的行为。

The improvement of health level has an important role in alleviating poverty and increasing ineome of farmers. The implementation of the new rural cooperative medical care system is helpful to improve the health level of farmers, and its effective operation is an important guarantee to realize the health rights and interests of farmers. The investigation and analysis of operation situation in Guizhou ethnic areas of Southeast new rural cooperative medical System, the overall evaluation of the system is higher, the participation rate is relatively high; but the satisfaction of the pharmaceutical price, the quality of health service, reimbursement, personal and other aspects of the lower payment amount. The improvement of new rural cooperative medical care system needs to improve the income level of farmers, enhance the awareness of health risks, strengthen health management, advocate a healthy lifestyle and regulate the behavior of participating subjects.
