Path Selections of Targeted Poverty Alleviation in Minority County

精准扶贫是中国经济社会进入转型期间在扶贫工作中做出的重大创新举措,也是当前有效化解城乡二元结构矛盾,改善少数民族贫困县县域扶贫治理的最佳路径。本文分析了目前中国县域扶贫工作"内卷化"矛盾,论述了绝对"科层化"导致其矛盾的成因,创新提出少数民族贫困县县域扶贫治理的路径选择,要遵循国家供给侧结构性改革的战略思路,运用"缓和曲线"原理,选择最佳工作路径,实现全面建成小康社会的战略目标。

Considerate poverty alleviation is significant initiatives at the period of China socioeconomic transition, which resolves conflicts of city and countryside dual structure and overcome difficulties of poverty alleviation in the county. The study analysed the ＂involution＂ contradiction of China county poverty alleviation, discussed why the bureaucratization caused contradictions, developed approach selection way of county poverty alleviation. The strategic thinking of structural reform at national supply side should be therefore abided by, which involves utilizing principle ＂transition curve＂ , selecting best working approach, and achieving strategic obiective of completing the building of a moderately prosperous society.
