论脱贫攻坚中的政府行为

On the Government Behavior in Poverty Alleviation

扶贫作为准公共物品的供给行为,是现代政府的应尽职责。在扶贫开发工作已进入啃硬骨头、攻坚拔寨的冲刺期,政府主导是打赢脱贫攻坚战的根本保障。充分发挥政府主导作用,关键在于强化脱贫攻坚的组织领导、做好脱贫攻坚的规划引领、完善脱贫攻坚的制度政策、搞好脱贫攻坚的协调统筹。推进脱贫攻坚,政府必须抓紧基础工程:积极培育区域经济增长极,推动贫困地区经济的快速发展;加大人力资本投入,促进贫困人口素质全面提升;完善基础设施,提升服务功能,提高贫困地区基本公共服务水平。

It is a responsibility for a modern government to shake off poverty as a behavior of supplying quasi public goods. When poverty alleviation is on the critical conjuncture, the local government plays a leviation, improving the institutional policy of combating poverty, and collaborating poverty alleviation ef- forts. In addition, the government must construct the basic engineering projects： to cultivate the regional economic growth, to promote rapid economic development, to increase human capital investment, to en- hance the quality of people, and to improve infrastructures, service functions, and public service in poor areas.
