黑龙江省实行最严格水资源管理制度的几点思考

Some thoughts on implementing the most strict water resources management system in Heilongjiang Province

黑龙江省水资源时空分布不均,缺少控制性工程,水功能区水质状况改善较慢,水资源供需矛盾日益突出,特别是农业用水量占比高,占总用水量的87.8%。因此,全面落实最严格水资源管理制度,对保障黑龙江省经济社会可持续发展具有重要的意义。本文从提高实行最严格水资源管理制度的思想认识为切入点,阐述黑龙江省实行最严格水资源管理制度面临的形势,存在的主要问题和难点,取得的突出成效及提出建设性意见。

The spatial and temporal distribution of water resources is uneven, controlled engineering is less in Heilongjiang Province, water quality improved slowly in water function area, water supply and demand contradiction has become increasingly prominent, especially the high proportion of agricultural water consumption, accounting for 87.8% of total water consumption. Therefore, fully implement the most stringent water resources management system, to protect the province＇s economic and social sustainable development is of great significance. This paper aims to improve the implementation of the most stringent water resources management system, elaborate the province to implement the most stringent water resources management system facing the situation, the main problems and difficulties, achieved outstanding results and maked constructive comments.
