Application Research on the Big Data in Government Decision Making

推进上海政府决策大数据应用,需开创"用数据说话、用数据决策、用数据管理、用数据创新"的新局面,结合政府职能转变,充分运用大数据推动"简政放权、放管结合、优化服务",促进透明、参与及合作、高效等政府治理内涵的实现。具体地说,要以数据理念提高政府透明性;要以数据技术优化行政职能;要以数据价值促进行政能力智慧化,逐步推进实现政府治理能力现代化。

To promote the application of big data in Shanghai government decision-making,it is necessary to create a new situation of＂talking with data,making decision with data,managing with data and innovation with data ＂,combined with the transformation of government functions,make full use of big data to promote ＂streamlining administration,delegating more powers to lower-level governments and society,improving regulation and optimizing services＂,and promote transparency,participation,cooperation,and efficient government governance to achieve the connotation.First,we should use the data concept to improve the transparency of the government;second,optimize the administrative functions with data technology;third,promote the wisdom of administrative capacity with the data value,and gradually promote the modernization of government governance capacity.
