创建西部城市区域性联盟大学的实践构想研究——以绵阳科技城区域性联盟大学创建设想为例

Research on the Practical Conception of Establishing the Regional League University of Western Cities——Take Regional League University in Mianyang Science and Technology City as An Example

为振兴中西部高等教育发展,创建区域性联盟大学势在必行。以绵阳科技城区域性联盟大学创建设想为例,通过分析创建区域性联盟大学的教育资源优势、教育政策指向以及国内外大学联盟多元化发展模式,提出创建西部城市区域性联盟大学需要发挥高校、政府与市场三方合力:从高校层面而言,要转变"等级性"思想观念,注重教育资源的"共享性"和"互惠性",以增强联盟整体实力,并主动加强与政府、市场的有机合作,充分发挥高校、政府与市场各自优势,共同助推区域性联盟大学良性发展;从政府层面而言,地方政府要落实管理主体职责,在联盟大学建设规划、经费投入、人才引进、资源配置以及政策保障等方面给予大力支持,以部省、部部(委)、部市等共建模式推进区域性联盟大学发展;从市场层面而言,应充分运用供求关系规律促进区域性联盟大学调整和优化人才培养方案,建立协同人才培养体制机制,以项目推动式借助区域性联盟大学的学科资源优势,联合协同攻关行业、企业成果转化或应用的知识问题与技术问题,彰显区域性联盟大学的生机与活力。

In order to promote the development of higher education in the central and western regions,it is imperative to establish a regional alliance university.By taking conception of establishing the regional league university in Mianyang City Science and Technology Domain as an example and through the analysis of the education resources,education policy as well as the domestic and foreign universities diversified development mode,it is proposed that the creation of the western city regional alliance need to exert the joint efforts of universities,governments and markets.From the university level,universities should change the ＂hierarchy＂ concept,focus on ＂education resources sharing＂ and ＂reciprocity＂ to enhance the overall strength of the alliance,actively strengthen cooperation with the government and the organic market,give full play to their respective advantages of the government and the market,and jointly boost the benign development of regional league university.From the perspective of government,local government should implement the main management responsibilities.In the construction planning,union university investment,talent introduction,resource allocation and policy protection etc.,government should give strong support to the Ministry of provincial and Ministry（Commission）to promote the development of regional university alliance city to build a model.From the market perspective,market should make full use of the law of supply and demand and promote the cultivation scheme of regional university alliance to adjust and optimize the talent,establish cooperative talent cultivation mechanism,project to promote the use of subject type the resource advantages of regional university alliance,knowledge and technical problems of research industry,business transformation or application collaboration and to highlight the vigor and vitality of regional university alliance.
