提高“全面二孩”的社会认同度研究

Research on How to Improve the Social Identity of the Universal Two-Child Policy

"独生子女"政策给社会带来了诸多问题,为了缓解社会压力,2013年底国家出台"单独二孩"政策,该政策的实施并未达到预期的人口增长目标。为了切实解决社会由于人口问题所面临的挑战,2015年底国家提出"全面二孩"政策,"全面二孩"政策在社会上同样表现出低认同度。文章就影响二孩政策的社会认同度的因素提出以下解决方式:(1)提高政府对二孩家庭的经济扶持力度;(2)政府帮助合理安排精力分配;(3)健全相关体系;(4)加大宣传力度;(5)加强家庭内部沟通。

Thirty-six years＇ implementation of the ＂ one-child＂ policy has brought many tough problems to our society. To alleviate social pressure and settle down these problems,the government carried out a transitional policy at the end of 2013,but this policy has not been met in the society. To address the challenge of the aging population,the state put the ＂ universal two-child＂ policy forward. One year＇s practice figured out that the acceptance of the policy is still a blur with a low birth rate which is far from the government＇s expectation,hence it＇s urgent to improve the acceptance of the ＂ universal two-child＂ policy. To meet this target,firstly,the government has to improve the economic support; secondly,the government has to help those family readjust the distribution of domestic energy; thirdly,the government has to fulfill the relevant system to mitigate the coming pressure of the whole society; fourthly,the government has to adopt more propaganda to popularize the policy effectively; lastly,the families have to communicate more and consider trifles thoroughly so as to reducing problems caused by the increasing housework.
