福建省地方政府购买社会组织公共服务困境研究——以泉州为例

A Study on the Dilemma of Local Government 's Purchase of Social Organization Public Service in Fujian Province——A Case Study of Quanzhou

政府购买社会组织服务是转变政府职能、创新公共服务供给方式、降低服务成本、实现善治的有效途径及必然选择,也是当前各国政府提高公共服务效率的重要措施。当前,虽然我国政府购买公共服务取得了一定的进展,但是也出现了一些问题:购买机制不统一,缺乏经验等。鉴于此,运用归纳法、例证法和比较法三种论证方法,分析当前福建省地方政府购买公共服务现状,以泉州为例,梳理出泉州政府购买公共服务实践中所碰到的困境,并提出破解这些困境的对策,即完善政府购买公共服务的法律法规、加大政府向社会组织放权力度、提高公共服务的购买能力、加快社会组织孵化基地和信息平台建设。

Government purchase of social organization services is an important way to change the functions of government, to improvethe way of public service supply, to reduce service costs and to achieve good governance, and is an important measure for improving theefficiency of public services. A t present, although the Chinese government has made some progress, but there have been some problems：the purchase mechanism is not uniform, lack of experience and so on. In this paper, through the analysis of the current situation of localgovernment purchase of public services in Quanzhou as an example, this paper analyzes the dilemma encountered by Quanzhou governmentin the practice of purchasing public service, and tries to analyze the current situation of public service in Fujian province by usinginductive method, enumeration method and comparative method. To explore the effective measures to solve these dilemmas, that is, to perfectlaws and regulations, increase decentralization efforts to improve the purchasing power of public services to speed up the social organizationincubator base and information platform construction.
