关于农业科研单位落实“两个责任”的思考——以中国热带农业科学院为例

Considerations on the Implementation of "the Two Responsibilities" in Agricultural Scientific Research Institutions,Taking Chinese Academy of Tropical Agricultural Sciences as a Case

十八届三中全会明确指出,落实党风廉政建设责任制,党委负主体责任,纪委负监督责任,要制定切实可行的责任追究制度。文章阐述了落实"两个责任"对推动单位党风廉政建设工作具有的重要意义,分析了落实"两个责任"过程中存在的主体意识不强、职责不够清晰等问题,并从严格落实主体责任、有效落实监督责任等方面探索了落实"两个责任"的有效途径。

In the Third Plenary Session of the 18th CPC Central Committee, Central Committee has clearly stated that party committee should be responsible for the main responsibility, meanwhile, the commission for discipline inspection should be responsible for the secondary one in the implementation of the responsibility system for building a clean government. The practicable accountability system should be established also. The implementation of ＂the two responsibilities＂ is of great significance to promote the construction of a clean government. Problems were pointed out, such as main body responsibility consciousness is not strong, the oversight responsibility is not in place. So, the effective way of implementation of ＂the two responsibilities＂ should be explored, the strict implemention of the main responsibility should he advocated in at first. Meanwhile, the effective supervisory responsibility to focus on core business should be advocated.
