协商是协商民主的核心概念。协商民主嵌入乡村治理,关键在于作为协商主体之一的村民能与他人或组织之间通过平等对话、讨论、协商,达成共识、合理决策。它内含了对村民应具备独立的主体意识、理性的公共理念、坚守共同的价值观念并具有相应的协商意识和协商能力的期许和要求。村民公民意识的缺失及公民能力的欠缺,是乡村协商民主推进所面临的主体性困境。从经济、政治、文化、社会等诸方面着手,形成"合力"将村民培育成合格的协商主体,这是进一步推进乡村协商民主的当务之急。

Consultation is the core concept of consultative democracy. As one of the subjects of consulta-tion, the villagers can reach consensus and make rational decisions through equal dialogue, discussion, negotiation with other people or organizations, which is the key to consultative democracy embedded in rural governance. It contains expectations and requirements that the villagers should have independent subjective consciousness, rational public philosophy, adhere to common values, and have the corresponding sense of understanding and consultation ability. It is the subjective dilemma that villagers who are lack of citizen consciousness and citizen ability in rural deliberative democracy. We should form a ＂resultant force＂ from the economic, political, cultural, social and other aspects, which can cultivate the villagers to be qualified consultation subject. This is the top priority of promoting rural consultative democracy.
