金沙江白鹤滩水电站“三通一平”阶段环境保护工作综述

Overview of the Environmental Protection Work during the “Accessibility of Water,Electricity and Road and Ground Leveling” Stage of Baihetan Hydropower Station

为全面落实《金沙江白鹤滩水电站"三通一平"等工程环境影响报告》及《水电工程施工组织设计规范》等相关设计规范的要求,白鹤滩工程建设部从环境保护管理体系、管理制度、环保水保措施落实、监察监测等方面入手,按照"三同时"原则,全面落实电站"三通一平"阶段各项要求,提出了建立联合监察机制、"粉尘控制四步曲"等现场管控方法,顺利通过"三通一平"阶段竣工环境保护验收。

The environmental protection work during the ＂accessibility of water,electricity and road and ground leveling＂stage of Baihetan Hydropower Station is introduced. Following the requirements of relevant design regulations,the environmental protection system,management program,environment and water protection measures and supervision and monitoring work are implemented. Also,in-situ management measures such as the ＂three simultaneities＂,joint supervision mechanism,and ＂four steps for the dust control＂are proposed. Finally,the environmental protection work are finished satisfactorily.
