摘要
二级管理相对于以往的集权制管理模式,具有优越性与前瞻性。而建立科学、合理的二级管理模式,必须立足于高校职能机构的设置、优秀管理团队的打造、合理权限范围的划分与完善规章制度的建立健全之上。
Two-grade management has its advantages and prospectives,compared with former centralizaed management model. To set up a reasonable and scientific two-grade management model,we must rely on the reasonable setting of functional department,the cultivation of excellent management staff,the division of rights and responsibilities and the improvement of the relevant mechanism.
